Sergey V. Shevchenko is a Ukrainian physicist affiliated with the Institute of Physics of the National Academy of Sciences of Ukraine in Kiev. Together with Vladimir V. Tokarevsky he is known for developing the philosophical and physical conception "The Information as Absolute," an informational approach to the foundations of physics and philosophy.

Biography

Shevchenko is based in Kiev, Ukraine, and has been associated with the Institute of Physics of the National Academy of Sciences of Ukraine. Beginning in 2007, he has worked in collaboration with Vladimir V. Tokarevsky, of the Institute of Chernobyl Problems in Kiev, on a series of papers developing an informational interpretation of nature. Their work has been posted through the arXiv, viXra and ResearchGate preprint repositories.

Work

Shevchenko and Tokarevsky are the authors of the "Information as Absolute" conception, which they have been developing since 2007. In this framework, Information is treated as an ultimately common, real and fundamental concept that exists as an absolutely infinite set (the "Information" Set) of elements together with the informational links between them, where every element is itself understood as an informational structure. Within the conception, matter as substance and radiation is regarded as a system of informational patterns forming one specific element of this set.

The authors present their work as an attempt to address foundational questions in ontology and epistemology and to clarify metaphysical notions such as space, time, energy and matter. In related papers they extend the conception toward a Planck-scale informational physical model of matter, particles and fundamental interactions.

Their principal writings include "The Informational Conception and Basic Physics" (2007), "The Information as Absolute" (2010, with a revised 2022 edition), and "Space and Time" (2011), in which the space-time problem is examined through the informational conception and compared with existing physical and philosophical approaches. These works are classified under general physics (physics.gen-ph) and represent a heterodox, dissident perspective outside the physics mainstream.
