Evan L. Ragland is an independent researcher known for proposing an alternative model of atomic and nuclear structure. He is listed in The Worldwide List of Dissident Scientists.

Ideas

Ragland presented an abstract, "The Alternate Atomic Model", at the American Physical Society March Meeting in 2008. In it he described a model, which he says he introduced in 1992, in which concentric electron and nucleon fields spin together about an empty central region, offered as an alternative to the standard picture of the nucleus. His related writings connect this model to claims about the nuclear strong force and to experiments on the Fleischmann–Pons ("cold fusion") effect. These proposals lie outside mainstream nuclear and atomic physics.
