Ideas
Alksnis has published a series of papers, many through the General Science Journal and viXra, arguing for a "Cartesian" and Kozyrev-inspired picture of the cosmos in place of standard gravitational and cosmological models. He proposes that solar rotation acts as an engine for planetary motion, that sunspots are linked to the rotation of the Jovian planets, and that galactic rotation curves arise from interaction between a fast-rotating central black hole and stars, which he treats as non-Keplerian. In a 2016 paper titled "Dark Matter? no — DesCartes and Kozyrev's Universe!" he offers this rotational interaction as an alternative to dark matter.
