Abstract
This paper applies the same principles that were involved in 'Maxwell's Equations and Galilean Relativity' as published in the same journal in January of the same year. But this time it is the Biot-Savart law which is demonstrated to be the result of taking the curl of Ampère's Circuital Law. A sea of electrons and positrons is stated to constitute the magnetic and luminiferous medium.
