Abstract
This paper develops a theory for Rutherford's planetary model of atoms that is a logical continuation of the Bohr-Sommerfeld theory. Extensive empirical material concerning values of ionization potentials and energies of spectral terms in optical and x-ray regions is used in forming the theory.
