			Khan was born in Srinagar, the summer capital of the state of Jammu and Kashmir, India. He completed a Master of Science in Physics from the [[University of Kashmir]], reportedly finishing in second position, and later also earned a Master of Science in Forestry. For a period he undertook research in the Department of Physics at the University of Kashmir and served as a physics lecturer at the Regional Engineering College, Srinagar (now the National Institute of Technology, Srinagar), without completing a doctorate.

			Khan subsequently joined the forest service of Jammu and Kashmir as a state forest officer. Over the course of his career he rose to the position of Chief Conservator of Forests and served as Director of the Department of Social Forestry, Jammu and Kashmir. From around 2005 he developed an interest in theology and philosophy, and took up an extended private study of theology, philosophy and the physical sciences—particularly physics, cosmology and biology—with the stated aim of understanding the origin and purpose of the universe and of life.

			Working independently of the academic physics community, Khan has argued that the prevailing worldview of science, philosophy and theology is mistaken. His writings contend that the theories of [[special relativity\|special]] and [[general relativity]] are incorrect, and that as a consequence the [[Big Bang]] theory, the [[spacetime\|space-time]] concept, [[dark matter]], [[dark energy]] and cosmic [[inflation (cosmology)\|inflation]] are also untenable. He characterizes [[Albert Einstein]]'s foundational 1905 paper "On the Electrodynamics of Moving Bodies" as being based on mathematical "trickeries".

			In place of the standard model, Khan advances an alternative paradigm he terms the "Energy Theory of Matter & Cosmology". In this framework he proposes that space is finite, absolute and filled with [[luminiferous aether\|ether]]; that [[time]] is emergent and relative, depending on motion with respect to an absolute reference frame; that matter is emergent from electric dipoles of "energy"; and that light and radiation propagate through the ether as longitudinal wave motion. He has extended these ideas to biology in papers such as "Theory of Origin & Phenomenon of Life" and "Foundation of Theory of Everything: Non-living & Living Things".

			Several of these articles were published in the ''Indian Journal of Science & Technology'' and in the ''Elixir'' journal, and Khan has also circulated his work through preprint archives such as viXra and the General Science Journal. These positions are regarded as [[fringe science]] and have not been adopted by the mainstream physics community.

			===Open Challenge===

			In 2012 Khan issued a public "Open Challenge" to the theory of relativity, inviting physicists to identify any error in the papers on which the challenge was based. He directed the challenge to physics professors, teachers, researchers and students around the world, asserting that if no error could be demonstrated then the theory should be regarded as invalid. Khan has stated that a small number of physicists engaged with the challenge—among them retired physicists Jeremy Dunning-Davies and Brian Cole, and a respondent identified as Lann N. Ramez—and he maintains that none succeeded in refuting his arguments. He published replies and rebuttals to these responses, including a "Reply to the Note of Jeremy Danning-Davies" (2012) and a "Rebuttal to Lann N. Ramez" (2024). Khan has said that he pursues this work not for degrees, awards or financial reward, but in order that "truth prevails".
