	Three separate subject areas are discussed. In the first, several experiments are described concerning the nature of light and the electromagnetic field. Three of them cannot be explained by either classical or quantum theory, thus demonstrating that a more comprehensive theory of electromagnetic radiation is needed. Next, some theoretical requirements are enumerated that must be satisfied if the concept of "photon" is to be employed in formulating a theory that can be considered complete.
