			Cook was born in the Netherlands on May 31, 1940, and spent his early childhood under Nazi occupation during the Second World War. He later emigrated to the United States and settled in the Chicago area. He studied at the Illinois Institute of Technology, earning a Bachelor of Science in Electrical Engineering in 1963 and a second Bachelor of Science in Industrial Engineering in 1970. In 1983 he completed a Master of Fine Arts at the School of the Art Institute of Chicago.

			Based in Chicago, Cook worked as an artist and educator and served for many years on the photography faculty of Columbia College Chicago. He died on November 5, 2018, in Tennessee.

			As a visual artist, Cook constructed unorthodox cameras and kinetic sculptures built from reclaimed optical and mechanical parts and everyday household objects such as cookie tins, and he produced artist's books. He corresponded with and wrote about the photographer [[Robert Frank]]. From the late 1980s through the mid-2000s he maintained extensive online documentation of the Chicago art scene.

			In his later years Cook turned to independent research on ancient history and catastrophism, publishing the three-volume ''Recovering the Lost World: A Saturnian Cosmology'' through Saturnian Press. Drawing on the work of [[Immanuel Velikovsky]], Giorgio de Santillana, Anthony Peratt, and others, the work proposes that worldwide mythological traditions record real cataclysmic events associated with a former configuration of the planets in which [[Saturn]] was prominent in Earth's sky. Cook connected these ideas to plasma cosmology and offered a revised chronology of prehistoric and Bronze Age events. He presented the full text of the project online at his website, saturniancosmology.org.
