We have seen previously that the principle of mass-energy conservation requires that clocks run at a slower rate in a moving frame, and that physical bodies become longer because of an increase of the Bohr atomic radius. The present paper gives a physical explanation for the apparent constancy of light speed. Constant light speed is an illusion: light speed is really c - v with respect to the observer, even if his tools always measure. The key to the explanation is the question: With respect to what does light travel?
