Smejkal has published several papers through the General Science Journal between 2003 and 2008. His central proposal is a "Theory of Dual Relativity" (2003), which he develops further in "Speed of Light: From Inertial Frame to New EI-Ether" (2006). In this work he argues for replacing the classical luminiferous aether with what he calls an "El-ether," whose essential properties he describes as speed and un-homogeneity, and which he associates with the flow of electric induction and the charge of the electron.<br />
