==Abstract==

Newtonian mechanics and Einstein?s theory of relativity are ?absolute? in the sense that they are proclaimed invariant for all time over the entire Universe. But the absolute nature of the theories causes asymmetries with natural phenomena that do not appear to be inherent in the phenomena themselves. For example: quantum mechanics is incompatible with Newtonian and relativistic theories, and all three theories are incompatible with ?the arrow of time?; also, Newtonian and relativistic theories claim that there is one set of laws for the Universe, but both theories fail to define a frame of reference that actually accomplishes this. It thus appears that physics and cosmology are based on fundamentally false assumptions. The present paper constitutes a proposal to change the frame of reference upon which physics and cosmology are based.
