==Abstract==

The Compton effect interpretation of astrophysical red shifts, as suggested by Compton (1923, <em>Phil. Mag.</em> 46, 897), Kierein and Sharp (1968, <em>Solar Phys.</em> 3, 450), Sistero (1966 <em>OAC</em> No. 1), and Reber (1968, <em>J. of Franklin Inst.</em> 285, 1) not only provides the mechanism for intrinsic red shifts of quasi-stellar sources, the solar limb and other objects, but also results in a new cosmological model and unexpected insight into the mechanism of gravitational attraction.
