'''Claus Wilhelm Turtur''' is a German physicist, professor of experimental physics and materials science at the Ostfalia University of Applied Sciences in Wolfenbüttel, who from around 2004 argued that the zero-point energy of the quantum vacuum can be converted into classical mechanical energy — and who built an electrostatic rotor which he presented as a demonstration of it.

The claim rests on a chain of reasoning that begins somewhere unexpected: with the electron's mass. If, as he argues in the paper catalogued here, the whole of the electron's rest mass is the energy stored in its own fields, and if static fields nevertheless radiate energy continuously outward, then something must be supplying that energy. Turtur's answer is the vacuum.

This page states the claim, the measurements, and the criticism, in that order. The last is substantial and the article would be worthless without it.

==Career==

Turtur studied physics with mathematics and computer science at the University of Bonn and took his doctorate in applied solid-state physics at the University of Regensburg, working on magnetic thin films and read–write heads for hard disks in the group of G. Bayreuther. That work is genuinely part of the mainstream literature: he is a co-author of "Magnetic aftereffect in ultrathin ferromagnetic films" (''Physical Review B'' 40, 1989) and, with Bayreuther, of "Magnetic moments in ultrathin Cr films on Fe(100)" in ''Physical Review Letters'' 72, 1557 (1994).

After a period in industry with an automotive supplier he took a chair at what is now Ostfalia, in the Faculty of Electrical Engineering. He has also written conventional university examination-preparation textbooks in physics and mathematics for Teubner and its successors. His Ostfalia staff page is no longer online; no announcement of retirement has been located.

==The electron's mass==

The paper listed on this wiki, ''[[A Theoretical Determination of the Electron's Mass]]'' (2006), corresponds to his German paper "Eine Erklärung der Masse des Elektrons auf der Basis der Energie seiner Felder". It revives the classical '''electromagnetic mass''' programme: the proposal that the electron's rest mass is entirely accounted for by the energy stored in its own electric and magnetic fields, with no separate mechanical or bare mass required.

This is not a fringe idea historically — it was pursued seriously by Abraham, Lorentz and Poincaré — but it was abandoned in the early twentieth century over the divergence of the self-energy, the notorious factor of 4/3 relating field energy to field momentum, and eventually the renormalisation programme of quantum electrodynamics. Turtur's paper does not engage that literature, which is the principal scholarly objection to it.

==The vacuum-energy claim==

===The argument===

Turtur's starting point is what he presents as a paradox: a static charge, he argues, continuously emits field energy into space, and conservation then requires a source. He identifies that source with the zero-point oscillations of the quantum vacuum, and takes the Casimir effect as evidence that vacuum energy can produce mechanical work. If the energy can be tapped, the output can exceed the electrical input — he uses the term ''over-unity'' — and the vacuum becomes an energy resource.

He set this out in five arXiv preprints between 2004 and 2007, in postings on PHILICA, in ''Physics Essays'' (2007), and at book length in ''Wandlung von Vakuumenergie elektromagnetischer Nullpunktsoszillationen in klassische mechanische Energie'' (2009), which also circulated as a Hochschule Wismar discussion paper and, in English translation, on viXra. Two later papers appeared in Emerald's ''Aircraft Engineering and Aerospace Technology'' (2013 and 2015).

===The rotor===

The experiment is a light rotor — a few grams, floating on an oil bath — driven by an electrostatic field at between 1 and 30 kV.

In air, Turtur reported rotation periods of roughly one to sixteen minutes and a mechanical output of about '''150 nanowatts'''. The work was privately financed between April and December 2008. Vacuum tests were carried out as a guest at the Otto-von-Guericke University in Magdeburg with the technician Wolfram Knapp, at 10<sup>−3</sup> to 10<sup>−5</sup> mbar. There, the rotation slowed to '''two or three hours per revolution''' despite raising the voltage as high as 30 kV, giving an output of about '''3 nanowatts''' at around 0.1 picoampere — and it was neither sustained nor reproducible.

The magnitudes deserve emphasis, because secondary accounts routinely lose them. These are nanowatts. Nothing here is a power source; the claim is about a ratio, not about useful output. A later series of viXra papers and an accompanying simulation code repository describe an "electro-mechanical double-resonance" converter with a kilowatt-range output, but that result is a '''simulation'''. No such device has been built or demonstrated.

===Criticism===

The most careful published critique is by the physicist Holm Gero Hümmler, author of ''Relativer Quantenquark'', and its objections are these.

Zero-point energy is the ground state of the field; there is no lower state for a system to fall into, so there is nothing to extract. The Casimir effect is real but conservative — letting the plates approach releases exactly the energy required to pull them apart again, so there is no cycle and no net gain. Turtur's central derivation computes the energy of ''moving'' charges using electrostatics, the theory of stationary charges and unchanging fields, and then attributes the resulting discrepancy to the vacuum rather than to the method. The rotor cannot work as described, the mechanism being analogous to driving a windmill with a stationary magnet. And there is a mundane candidate explanation ready to hand: the '''Biefeld–Brown effect''', the ion wind produced by corona discharge at high voltage, which is the standard account of asymmetric-capacitor "lifters". That explanation predicts exactly what was observed — strong rotation in air, near-vanishing rotation in vacuum — where a vacuum-energy origin predicts the opposite. Hümmler also criticised the construction of the apparatus, and corrected Turtur's account of the history, the Casimir effect having been confirmed experimentally in the 1950s rather than in 1997.

Independent replication has not succeeded. Austrian experimenters sympathetic to the work reported negative results, and an Italian attempt at 38 kV did not reproduce the claims. A submission to ''Annalen der Physik'' in 2009 was rejected, the referees observing that the experimental setup was far from professional standards.

Turtur announced on his university page that he had discontinued the space-energy research, while continuing to present the work publicly as suppressed.

==Reception and audience==

The trajectory of the work is worth recording plainly, because it is part of the evidence. The early claims went to arXiv and to ''Physics Essays''; the later ones went to viXra, to a Kopp Verlag popular book (''Freie Energie für alle Menschen'', 2014), and to the German free-energy and esoteric lecture circuit — including a 2012 conference of the Anti-Zensur-Koalition and a congress of an esoteric political party. His work is promoted by German free-energy sites and in ''Nexus'' and ''Raum &amp; Zeit''.

The vacuum-energy research was never institutionally funded or endorsed by Ostfalia; it was privately financed and hosted on a personal staff page.

No evidence has been found that Turtur attended or presented at a [[Natural Philosophy Alliance]] or CNPS conference, or at a German Physical Society meeting. His presence in this catalogue appears to be the result of the paper archive having recorded him rather than of any participation.

==An honest assessment==

There is a real question buried in Turtur's programme, and it is not the one he is usually attacked for. The status of the vacuum energy density is a genuine open problem in physics — the discrepancy between the value implied by quantum field theory and the value inferred from cosmology is the largest quantitative failure in the subject, and it is conceded by the mainstream. Asking what the vacuum is and whether it does anything is a legitimate question.

What does not follow is that the ground state can be tapped, and the rotor does not show that it can. The measurements are at the nanowatt level, they were not reproducible in vacuum, no independent replication has succeeded, and a conventional mechanism — ion wind — predicts the observed pattern better than the proposed one does. A wiki that reported the claim without those facts would be doing its readers a disservice, and would make the claim easier, not harder, to dismiss.
