Toby Grotz is an American electrical engineer, energy-industry project manager and independent researcher best known for his work on Nikola Tesla's wireless transmission of power, for his leadership of the International Tesla Society and the Institute for New Energy, and for his independent measurements of Paramahamsa Tewari's Space Power Generator. He has spent more than four decades working simultaneously inside conventional power engineering and outside the mainstream, arguing that reports of over-unity and zero-point energy devices deserve careful measurement rather than reflexive dismissal.

Biography

Grotz received his B.S.E.E. from the University of Connecticut in 1973. His early career included exploration for oil, gas and geothermal resources using seismic and magneto-telluric methods, followed by work in the utility industry on coal, natural gas and nuclear power plants, on facilities up to 1,800 MW.

He organized and chaired the 1984 Tesla Centennial Symposium — co-chaired with Dr. Elizabeth Rauscher — and the 1986 International Tesla Symposium, and was the first president of the International Tesla Society, a not-for-profit corporation formed as a result of the first symposium. He served on the steering committee that established the first International Symposium on New Energy, held in Denver in April 1993, and chaired the 1994 International Symposium on New Energy. He was also the first president of the Institute for New Energy (INE), whose New Energy News (NEN) newsletter carried much of his published writing during the 1990s. As president of Wireless Engineering, Inc. he launched www.tewari.org in 1997 to make Tewari's theory and test data available internationally.

Grotz has been effectively managing projects in the energy industry and researching alternative energy systems for over three decades. He has worked at Burns & McDonnell in Kansas City designing an air quality control system for the Minnesota Power Boswell Station, and has been part of a design team working on the construction of a Nigerian power plant. His integrated management experience is directly applicable to developing and overseeing water management plans focused on providing efficient and reliable water supplies to worldwide end users; providing design and management of raw water systems for power plants, he has experience with the pumping, piping and controls needed for large water supply systems. He also has experience working with research and production of probiotics and microbes for bioremediation, wastewater management, animal health and aquaculture. As an actively involved citizen, Mr. Grotz understands the critical nature of water demand and usage on a global scale and is accustomed to the perseverance required to achieve notable change in our world.

The United States Psychotronics Association has named a room at its headquarters the Toby Grotz Room in recognition of his contributions.

Scientific contributions

Project Tesla and wireless transmission of power

As Project Manager for Project Tesla, Grotz aided in the design and construction of a recreation of the equipment Nikola Tesla used for his wireless transmission of power experiments in 1899 in Colorado Springs. The project, undertaken by the non-profit TESLA, Inc., was framed as "the demonstration of artificially stimulated resonance of the Earth's ionosphere waveguide: a precursor for the wireless transmission of vast amounts of electrical power using the Schumann Cavity."

The physical premise is that the cavity between the Earth's surface and the ionosphere supports extremely-low-frequency resonances near 8 Hz which propagate around the globe with very low attenuation. Grotz and his collaborators proposed to excite that cavity deliberately with a large Tesla coil — a design of some 51 feet in diameter sited at 11,000 feet elevation, pulsing seven to eight times per second through a vertical antenna — so that the launched wave would circle the Earth, converge at the antipode, and return reinforced to the transmitter. Their calculations indicated end-to-end efficiencies substantially above those of conventional transmission grids. Grotz has repeatedly pointed out that Tesla himself recorded stationary waves in this cavity during his 1899 lightning observations and judged the effect to be of "immense importance" for the distribution of power.

Related experimental work by Grotz includes a 100 kVA, 20 MV wireless transmission system, computer-aided design of Tesla coils, and an analysis of Tesla's 1937 particle-beam device.

Zero-point energy and the review of over-unity claims

With Patrick Bailey, Grotz produced in 1993 one of the most-cited surveys of the field, A Critical Review of the Available Information Regarding Claims of Zero-Point Energy, Free-Energy, and Over-Unity Experiments and Devices. Reviewing 26 researchers, the authors reported that they found no evidence of deliberate fraud, though not all initial results could be replicated, and that a number of demonstrations were attested by multiple witnesses. They argued that the field warranted rigorous, open-minded testing rather than dismissal — "one success out of all of the failures is more than worth the effort" — recommended that failed replications be published honestly, and raised concerns about suppression, citing US patent secrecy orders affecting thousands of devices.

This concern with measurement discipline runs through much of Grotz's INE work. In papers such as Review and Status of Reported Innovative Energy Conversion Technologies, Contrasted Using a Consistent R&D Ranking Scale and The Need for Accurate Reporting and Archival of Data for Advanced Energy Conversion Devices, he pressed the new-energy community to adopt consistent ranking criteria and an archived, comparable database rather than anecdote.

Tewari's Space Power Generator

Grotz's association with the Indian nuclear engineer Paramahamsa Tewari dates to 1983. Tewari's Space Vortex Theory treats the electron as a dynamic vortex structure in space itself, from which mass, charge and gravity are derived rather than assumed; the practical outgrowth was the Space Power Generator (SPG), later the Reactionless Generator (RLG), a machine designed so that the back-reaction normally imposed by Lenz's law on a generator's prime mover is largely cancelled.

In December 1997 Grotz visited India to perform an independent set of measurements of the Tewari SPG. Using calibrated high-accuracy instruments traceable to the National Bureau of Standards, tests were conducted that confirm Tewari's measurements. Grotz has reported that at a moderate 1,750 rpm the ratio of RLG output to input reached about 160%, and that during a later visit in November 2011 he witnessed a machine he described as an infinite-gain generator exhibiting what he characterised as the negation of Lenz's law. He has continued to present and publish on the theory and its power-generation application, co-authoring with Tewari on the RLG and Tesla's prophecy of drawing power from the ambient medium.

Aether, Akasha and Vedic philosophy

In The Influence of Vedic Philosophy on Nikola Tesla's Understanding of Free Energy, Grotz argues that Tesla's contact with Swami Vivekananda and Vedic thought in the 1890s left a lasting mark on his physics: after that contact Tesla began using the Sanskrit terms Akasha and Prana, together with the luminiferous ether, to describe the source and constitution of matter and the reservoir from which energy might be drawn. For Grotz this is not a biographical curiosity but a live research programme — an ether-based ontology in which energy is available everywhere in space, which he connects directly to Tewari's space-vortex account of the electron. He has more recently pursued the experimental side of the question, proposing that a total solar eclipse offers a natural test condition for the detection of an aether.

Grotz's other experimental interests have included hydrogen gas generators and Brown's Gas, advanced lighting circuit design for plasma arc lamps, cold fusion and low-energy nuclear change phenomena in arc discharge systems, non-inductively wound coils, and Erl Koenig's mirror-image-symmetry coil windings.
